Clovis Kimartin – short manifesto

I’m a 34-year-old carpenter, standing for Stanley constituency and a first-generation ben. My manifesto explores ideas to strengthen our economy and how we can give young Falkland Islanders every reason to stay, thrive, and build a life here on the Islands.

My top priorities are Housing, Immigration, Capital Projects and Social schemes

Housing
We need to make it easier for young people to get on the property ladder. To do this, I propose the following:

  • The next available plots should be offered at cost price to the first-time buyers on the list.
  • The housing point system needs to be reviewed:
    • I propose a merit-based system that distinguishes between PRP and Falklands status holders
  • Selling outdated Government properties to first-time buyers to improve access.

We need to protect tenants from rent hikes. To do this:

  • Rent should be frozen during a fixed-term lease.
  • Any following rent increases should be capped at a reasonable percentage.

We should also look at introducing tiered property tax for landlords

Immigration

Immigration is vital to the Falklands. We are a small Island nation built on Immigration. But we must ensure genuine commitment and avoid becoming a stepping stone to British Citizenship.

I propose we:

  • Increase the PRP time requirement.
  • Temporarily pause on non-skilled immigration.
  • Individuals on permits who repeatedly break local laws will be barred from returning, ensuring the safety of the community.

Capital projects

We need to get these capital projects completed on time, within the budget and with proper oversight.

Tax breaks

I propose the following to retain young talent:

  • A tax break for young Falkland Islanders
  • Tax breaks for small businesses in their first year

 

Social schemes

I also propose the following social schemes:

  • A hybrid 4-day working week trial.
  • Decriminalization of marijuana like our fellow Overseas Territory Bermuda. Not legalisation.
  • And Public access to waterways

Minimum Wage

  • Commitment to increase minimum wage

Salmon Farming

  • If the economy needs it, Salmon farming should be looked into.

Bitcoin Strategic Reserve

  • We could enhance economic resilience with a Bitcoin Reserve.

Green corridors

  • Housing developments need to be balanced with green spaces, reducing congestion, keeping Stanley’s charm
  • We could add walkways and cycle lanes from FIPASS to the Western end, to ensure safety and promote a healthy lifestyle.

The first 250 words of the candidate’s manifesto.

I’m a 34-year-old Falkland Islander standing for Stanley constituency in the General Election. My parents moved here in the 1970s for reasons unknown to me. I’m first-generation, and whether that counts as a credential, I’m not entirely sure. Like many thirty-year-olds that don’t know what to do with themselves, politics seemed like the perfect career choice.

Overall, this manifesto explores ideas to strength our economy and give young Falkland Islanders every reason to stay, thrive, and build a life here on the Islands. It’s also about a new level of transparency - one that’s been missing in the past. I hope we can embrace progressive ideas that will help us move forward while continuing to be recognised on the global stage as a proud British Overseas Territory.

1. Housing Living and working in Stanley has become increasingly difficult for young people, with soaring housing costs and stagnant wages making it nearly impossible to get on the property ladder. There’s a severe shortage of available and affordable homes, and rental properties are scarce. I propose the following:

Chamber of Commerce Hustings

FITV was invited to film the candidate hustings hosted by the Falkland Islands Chamber of Commerce. Candidates were divided into four groups by constituency: one group representing Camp and three groups representing Stanley. As part of the event, members of the Chamber were invited to submit questions to be put to the candidate panels in advance, and Chamber members in attendance were also able to ask follow-up questions from the floor.
